    It's "flawed pacifist", because it's making a last-minute exception on your no-kill route.

    That's the thing: you're assuming that a "no kill" route was always the intention. But what if that's not the intention at all? After all, Frisk fell into the underground by accident, armed with a stick. Clover jumped down intentionally, armed with a gun.

    Clover's purpose was to free the human souls. Asgore explicitly intends to use those very souls as weapons to destroy humanity.

    In Undertale, Killing Asgore alone results in the Queen Toriel ending which ends hostility between humans and monsters. So, by killing Asgore - just Asgore by himself - Clover would complete his mission: the human souls are freed, and the war is over for good. There's no need to kill innocent monsters along the way.

    But Ceroba... Ceroba is basically Asgore 2.0. Says so herself. She intends to use a human soul to make a serum that will strengthen monsterkind for a second war against humanity. If the goal was to kill Asgore, I can see how Ceroba would become Clover's secondary target.
