The hatching ceremony approaches! Everyone is preparing by wearing the finest jewelry and exposing their scales. Kilo wanted to in on the festivities but let their fetishes intrude on the ceremony.

The pillory was often used to detain beastkin and humans who harmed dragons. Enchanted to repress the wearers magic it would also make interrogation easier by forcing the wearer to speak truthfully and over explain their thoughts. Though as a fail safe it doesn't affect dragons.

Kilo saw all the lesser species detained and shamed with their pillories in envy. They yearned to one day degrade themselves to this level. With the hatching ceremonies' accepting nature they felt their courage immolate letting their shame fade long enough to put it on.

The public is confused to see Kilo in a pillory worried if they were alright. Nobody could tell Kilo deep down was the happiest dragon around.
