Warning, long rant ahead
I should mention this is in no way intended to be an insult to Grumm, or other s saying the same elsewhere on the site. It is intended to be helpful in understanding why posts can be tagged explicit while not depicting any usual explicit acts.
So the two rules that got us here, they are TWYS and Ratings.
TWYS (or Tag What You See) says we should tag what is seen in the post. I see a sheath right above Nicks upper thigh. That could just be me, if you believe that it's not a sheath then please remove it from the tags.
Sheaths do count as genitals, and need to be rated explicit.
I agree that something's on this site are tagged explicit for reasons I don't fully agree with, but the rules say it should. But I don't see a good solution to this problem
Let's say we make hyper specific tags (i.e. sheath_with_no_visible_opening) not only does this clutter the tags, we then have the problem of what do reptilian slits count as since it doesn't show the penis directly but is a covering for the penis. Sure we could make the tag "reptilian_slit" (similar to how we have canine_penis) but then people would mistake a "reptilian_vulva" as a "reptilian_slit" (as in the male genitalia for a reptile) which would be a whole other mess that no one wants to have to fix.
Maybe sheaths shouldn't be marked explicit when no penis is present in the image, then we have the new problem of knowing when a sheath is visible for casual nudity, or if It's supposed to be sexual.
It's hard to find a middle ground that works for everyone (including the lovely janitors of this site)
There is no tagging system without flaw, (especially archival sits like E621) but as s of this site, we can do our best to follow the tagging guidelines as closely as possible, with the intention of making it easy to find posts by the visible details.
Will someone find this post through the sheath tag, probably not. But if tags are consistent throughout the site then it should make it easy to find.
I should mention, I in no way fully comprehend all the rules, I did a quick reread of the help pages and got my information from there. If you think I'm wrong I don't mind discussing it on Dmail or here,
TLDR you can't have an effective organization system if it's not consistent all the time
