MemberI assumed the 2352 Poké mentioned by the Persian is just what's currently stored in the . It doesn't include what Toto has currently in hand, so, taking into the transactions he made, he has at least ~5K total. Maybe they have more than that and the possible 10K price is (barely) affordable, but there's not enough information to know for sure.
