Also the way Serah narrates her flashback in Sunday heavily implies at the end that she's seen Seb as her emotional for years. Probably somewhere along the line some wires got crossed and those feelings of safety became something more.

Then throw in a lack of privacy from sharing a bedroom and it opens up plenty of opportunities for the two of them to accidentally see each other even before Serah seemed to lean into wanting Seb to catch a glance. Or even picking up on some vibes from him and trying to tease him further.

It's also implied pretty heavily that Serah knew what Seb was doing in the shower so in that context, stripping off, booting him out of the water and asking him to wash her back is a huge step up in teasing him.

I think both of them had been having thoughts and probably pushed boundaries but until that morning, neither of them thought they'd actually go through with it
