While elaborate reproductive systems are nothing exclusive in studied pokemon, victini is unique in its versatility. Their nether's primary feature is a semi-translucent ovipositor, which retracts into a slit just above the scrotum. It fills whatever role is required of it, mainly the collection of semen for fertilization or storage (can be done while retracted or protruding), delivery of it's own sperm, and the transfer of it's eggs (at any stage in their growth). Interior organs produce aforementioned sperm and eggs, and have a fair amount of control over both. Stored sperm seem to be subject to slight alteration, as expected breeding results are sometimes subverted (research ongoing). Stored eggs can be held once fertilized, but it is preferred to make the mate, or available other, take the role of incubation. Delivered eggs cling to the inside of the subject until they reach a suitable size, usually taking a couple weeks. If done during a period of infertility, eggs will detach in a matter of hours.

Victini are only fertile on a rotating cycle of a few years, sometimes more often if physical and environmental conditions permit. This is probably the cause of the flexibility in their sex organs. It doesn't seem to have an effect on arousal and sex drive however, as they still actively mate during these times. Perhaps due to the inherent stimulation with any use of ovipositor, or simply because they are extremely horny, a trait not entirely exclusive, in the least.
